Judge Haywood Gilliam in Oakland ruled that federal agencies failed to follow required rule-making procedures before implementing the fee. This follows a June ruling by a Boston judge also blocking the fee amid ongoing legal challenges questioning the president’s authority to impose it unilaterally.
