He suspended Microsoft and seven other companies, including Capgemini, Adobe, and five Indian IT firms like Tata and Infosys, from the PERM program, which allows H-1B workers to apply for permanent residency. Vance emphasized hiring American workers instead of "foreign indentured servants."
