UPI MDR Fee Rules for GST-Registered Taxpayers from Oct 2026

Starting October 15, 2026, certain merchants will pay a 0.4% merchant discount rate (MDR) on UPI payments above Rs 2,000, capped at Rs 300 for transactions over Rs 75,000. Small merchants receiving up to Rs 1 lakh monthly via UPI QR codes are exempt. The fee is borne by merchants, not customers. Key questions include GST applicability, tax treatment among banks and apps, TDS requirements, and business expense claims.
