Nearly 19,000 voters in West Bengal's Nandigram and Rejinagar constituencies remain disenfranchised due to slow progress at Appellate Tribunals handling election appeals. Of 38.31 lakh total appeals statewide, only 1.26 lakh (3%) have been cleared. The Calcutta High Court noted it could take 21 years to clear all cases at the current pace. Only 16 of 19 tribunals set up by the Election Commission remain functional.
