A proposal submitted to the Indian government recommends converting the Directorate General of Civil Aviation (DGCA) into an independent statutory Civil Aviation Authority of India (CAAI). The new authority would have its own funding, recruitment control, and a governing board. It aims to address DGCA's vacancies and safety failures, with part of the funding from a ₹15 levy on each passenger departure. The report was prepared by a committee led by Lalit Kumar Chandel and submitted in November 2025.
