NPCI Defends MDR Charges on Limited UPI Transactions in Supreme Court

The National Payments Corporation of India (NPCI) told the Supreme Court that the Merchant Discount Rate (MDR) applies only to about 4% of person-to-merchant UPI transactions exceeding Rs 2,000. NPCI argued the levy is narrowly targeted, does not broadly affect prices, and small merchants earning up to Rs 1 lakh monthly via UPI QR codes remain exempt. MDR implementation has been deferred until after Diwali.
