Supreme Court judge Ujjal Bhuyan condemned the mass disenfranchisement of millions of Indian voters through the Election Commission's special intensive revision (SIR) of electoral rolls. He called such exclusion "intrinsically arbitrary" and warned it undermines the Constitution by creating second-class citizens. Bhuyan emphasized the Constitution does not allow dividing citizens into those with and without voting rights.
