In September 2017, Hurricane Irma forced the evacuation of around 1,800 residents from Barbuda to Antigua, leaving pets and livestock behind. The Category 5 storm devastated the island, and with no owners present, hunger drove dogs to attack other animals. Officials delayed return due to health risks from mosquito-borne diseases, threatening farmers' livelihoods and animal welfare.
