The Road Transport Ministry has proposed colour-coded driving licences to distinguish between Indian and foreign nationals. The draft amendments to the Central Motor Vehicles Rules also suggest raising the safe-driving tutorial pass threshold from 60% to 75%, waiving fees for some Aadhaar-authenticated online services, and accepting affidavits and life insurance policies as proof of age and address. Licences would include blood group, mobile, and emergency contacts.
