The coal ministry has extended the waiver of upfront payment to partially explored coal blocks to promote underground mining. Previously, companies paid 0.2% of estimated geological reserves as upfront payment for such blocks. Now, if underground mining is undertaken after exploration, the upfront payment is waived, aligning with policies for fully underground mines that have a 2% revenue share floor and no upfront payment.
