An expert committee appointed by the Congress-led Kerala government has flagged serious irregularities in the Kerala Infrastructure Investment Fund Board (KIIFB) during the previous Pinarayi Vijayan administration. Issues include large-scale land acquisitions at inflated prices in Kannur district, irregular consultancy payments, high-interest borrowings, business rule violations, and off-budget borrowings that reduced the state's borrowing limit by Rs. 25,932.55 crore. Around 1,000 acres in Kannur were bought for Rs. 2,498 crore with no projects initiated, and the land's current value is less than one-fifth of the purchase price.
